Dopo due spedizioni organizzate in modalità “emergenza” a causa delle forti limitazioni imposte dalla pandemia di COVID-19, la XXXVIII spedizione italiana in Antartide, organizzata dal Programma Nazionale di Ricerche in Antartide (PNRA), prevede che sia offerta ospitalità a un giornalista con/senza operatore al seguito. Il giornalista avrà il compito di testimoniare e raccontare sulle diverse piattaforme mediatiche (stampa, radio, televisione, siti web e social network) la presenza dell’Italia in Antartide e le attività di ricerca svolte (Linea 1). Contestualmente, il PNRA consentirà la presentazione di proposte editoriali per la realizzazione di grandi progetti divulgativi che valorizzino le attività di ricerca scientifica in Antartide e offrano spunti per ampliare gli orizzonti di conoscenza del territorio polare (Linea 2). È possibile presentare proposte progettuali per entrambe le linee.
In base ai criteri di seguito specificati, le proposte pervenute saranno valutate da una commissione PNRA, che si riserverà, comunque, la possibilità di confermare o meno la partecipazione delle proposte selezionate in funzione della effettiva situazione operativa in Antartide.
LINEA 1 – PARTECIPAZIONE DI UN GIORNALISTA AL SEGUITO DELLA XXXVIII SPEDIZIONE ITALIANA IN ANTARTIDE
Per garantire una copertura mediatica ampia e di qualità delle attività svolte durante la XXXVIII Spedizione Italiana in Antartide, che si svolgerà nel periodo ottobre 2022 – febbraio 2023, il PNRA offre ospitalità a un giornalista (più eventuale operatore) presso la base Mario Zucchelli (MZS) e/o Concordia sul plateau antartico e/o sulla nave rompighiaccio (N/R) Laura Bassi.
La partecipazione è ammessa anche per giornalisti freelance.
Il giornalista, più eventuale operatore, sarà preso in carico dal PNRA a Christchurch in Nuova Zelanda e ospitato in alternativa:
nel mese di ottobre/novembre 2022, per un periodo di circa 15 giorni presso le stazioni di MZS e Concordia
nel mese di gennaio 2023 per un periodo di circa 30-40 giorni sulla N/R Laura Bassi.
Attenzione: le date sono indicative e non vincolanti per il PNRA, essendo subordinate alla pianificazione definitiva della spedizione e alle condizioni meteo del momento.
Le proposte dovranno includere un piano editoriale vincolante, che specifichi tutti gli spazi media che il giornalista si impegnerà ad assicurare, garantendo la pubblicazione di articoli e servizi sulle attività in Antartide, ma anche sulle attività preparatorie e di follow up della spedizione. È, inoltre, necessario proporre un approfondimento di almeno uno dei temi riportati nell’allegato 2.
Saranno a carico del candidato:
visita di idoneità sanitaria presso l’Istituto di Medicina Legale dell’Aeronautica Militare, sedi Milano o Roma;
assicurazione contro infortuni, malattie e responsabilità civile (copertura per il soggiorno in Antartide);
viaggio aereo per/da Christchurch (Nuova Zelanda) e soggiorno in Nuova Zelanda in attesa del trasferimento verso il continente antartico (1-2 notti).
Saranno a carico del PNRA:
dotazione indumenti antartici (da restituire al rientro);
trasferimento dalla Nuova Zelanda all’Antartide e ritorno;
ospitalità presso le Stazioni “Mario Zucchelli”, “Concordia”, N/R “Laura Bassi” e spostamenti interni sul continente antartico, nonché tutti gli oneri connessi con il periodo di permanenza in Antartide. Non spetta ai giornalisti ed operatori media alcuna diaria o indennità prevista dal “Regolamento del Personale in spedizione”.
PRESENTAZIONE DELLE PROPOSTE
Le proposte di partecipazione, formulate seguendo il format in allegato, dovranno essere sottoscritte e inviate per posta elettronica all’indirizzo bando-media.pnra@cnr.it, entro e non oltre il 1 agosto 2022 h 12:00.
Ricordiamo che le proposte dovranno includere, pena la loro esclusione, un piano editoriale dettagliato e vincolante, che specifichi tutti gli spazi media su cui saranno diffusi gli articoli o i servizi, ed anche le lettere di accredito dei Direttori responsabili.
MODALITÀ DI VALUTAZIONE
Nella valutazione delle domande si terrà conto dei seguenti requisiti: copertura mediatica prevista dal piano presentato, focalizzazione dei temi riportati in allegato 2, autorevolezza di testate e spazi media coperti, dati di diffusione/contatti/audience, multimedialità della copertura assicurata (tv, radio, carta stampata di diversa periodicità, siti internet, blog, social network, ecc.), uso di tecnologie innovative e curriculum del giornalista.
PROPRIETÀ DEI PRODOTTI
Tutto il materiale prodotto dovrà essere messo a disposizione del PNRA per gli usi istituzionali, secondo le modalità che verranno comunicate in seguito.
LINEA 2 – PROPOSTE DI PROGETTI DIVULGATIVI DI AMPIO RESPIRO
Nel corso degli ultimi due anni sono arrivate al PNRA richieste di svolgere progetti divulgativi, svincolati dalle campagne in programmazione. Il PNRA si rende disponibile a valutare proposte editoriali, per realizzare documentari e prodotti divulgativi, che valorizzino a livello nazionale e/o internazionale la presenza dell’Italia in Antartide e le attività di ricerca che vi sono svolte.
Tali proposte saranno considerate ed eventualmente programmate in funzione delle condizioni di fattibilità durante le successive spedizioni. La commissione valuterà i progetti in base alla loro qualità e compatibilità con le effettive capacità del PNRA di supportarne la realizzazione, anche a livello finanziario.
Il PNRA si riserva, comunque, in caso di interesse, di avviare un confronto con i proponenti in merito all’interesse divulgativo e mediatico, ai relativi impegni e costi logistici e alla loro eventuale condivisione. Il PNRA si riserva inoltre la possibilità di confermare o meno la accettazione di una o più proposte, in funzione delle effettive possibilità economiche e dell’organizzazione operativa delle future spedizioni.
PRESENTAZIONE DELLE PROPOSTE
La proposta divulgativa dovrà essere formulata secondo il format in allegato e dovrà contenere: un piano dettagliato delle attività previste e del supporto logistico richiesto, il piano editoriale e il piano economico-finanziario che evidenzi i costi e i vantaggi per il PNRA ottenibili dall’implementazione dell’attività presentata. La proposta dovrà essere sottoscritta e inviata per posta elettronica all’indirizzo bando-media.pnra@cnr.it, entro e non oltre il 30 settembre 2022.
MODALITÀ DI SELEZIONE
Le proposte ricevute saranno valutate in base al rapporto costi benefici, tenendo conto di: effettiva fattibilità; copertura mediatica nazionale e internazionale; uso di tecnologie innovative; curriculum del proponente. Inoltre, l’Unità Tecnica Antartide dell’ENEA valuterà il costo del supporto logistico necessario per l’attuazione della proposta, per una eventuale richiesta di compartecipazione alle spese. Il PNRA si riserva la possibilità di realizzare le proposte selezionate in funzione delle effettive risorse economiche disponibili e dell’organizzazione operativa delle future spedizioni in Antartide.
IMPLEMENTAZIONE PROPOSTE
Vista la specificità delle proposte, la loro implementazione sarà oggetto di un contratto tra i proponenti e l’ENEA per conto del PNRA, ove sarà specificata l’attività da svolgere, il supporto da fornire e gli eventuali oneri da corrispondere o attività specifiche che il PNRA potrebbe richiedere. La proprietà del materiale prodotto o eventuali royalties saranno anch’esse regolate da tale contratto.
